About Forensic Sobriety Assessment
FSA promotes the competent and objective appraisal of scientific evidence regarding field sobriety testing and provides training and certification to professionals involved in DWI / DUI enforcement. FSA recognizes the serious problem of intoxicated drivers, as well as the large financial and personal costs that can accrue from an incorrect arrest.
Owner/President
Steve Rubenzer, Ph.D., ABPP is a Diplomate in Forensic Psychology of the American Board of Forensic Psychology and has completed the NHTSA Standardized Field Sobriety Test (SFST) Practitioner and Instructor courses. He has written extensively about the SFSTs, including the first peer-reviewed peer review of the subject, and has been an invited speaker at national and state DWI / DUI seminars. He has completed the course on eye movements at the University of Houston College of Optometry and co-written the most extensive review to date on the Horizontal Gaze Nystagmus (HGN) test. He serves as a reviewer for two peer-reviewed assessment-related psychology journals.

Scott B. Stevenson, Ph.D., Associate Professor of Optometry, University of Houston. Dr. Stevenson teaches the graduate eye movements course at the UH College of Optometry, performs original research on this topic, and serves as a reviewer on current eye movement research for several scientific journals.
Joel P. Wiesen, Ph.D., Industrial Psychologist, Director of Applied Personnel Research of Newton, MA, expert in test development and validation. Dr. Wiesen served as an expert witness on the field sobriety tests in the seminal case of US v. Horn, the only federal case to address the SFSTs.
Board members serve as advisors regarding the content and appropriate keying of exam questions in their respective areas of expertise. They are not members of the FSA company and assume no liability for its actions.
